The Uniform Monday Holiday Act is an Act of Congress that established several federal holidays to be observed on Mondays. It was signed on June 28, 1968, and took effect on January 1, 1971.
Established holidays
The Act moved Washington's Birthday, Memorial Day, and Veterans Day from February 22, May 30, and November 11 to the third Monday in February, last Monday in May, and fourth Monday in October respectively. The Act also established Columbus Day as the second Monday in October, and Labor Day as the first Monday in September. As of 1978, Veterans Day has been returned to November 11.
